Supply shortages do not necessarily have to go hand in hand with supply gaps. This distinction is crucial when we talk about pharmaceutical safety.

In public debate, the two are often equated. But that is an oversimplification. A supply shortage does not automatically mean that patients cannot be treated.

The mandatory stockpiling that has been in force since April 2025 was an important step. It creates greater short-term stability and planning security. But it does not resolve the structural causes. Because the real problems lie deeper: too much pricing pressure, supply chains that are too long, too many dependencies and too little regional manageability.

Those who take supply security seriously must therefore think further — not only in terms of stockpiles, but in terms of robust structures. These include:

  • stronger European coordination
  • more regional production capacities
  • robust secondary manufacturing
  • bringing together investments in sites, quality, speed and reliability
